If you vacuum cleaner keeps saying the bag is full, and it is not, you can first try adjusting the dial on the top of the vacuum cleaner to see id that helps. If it does not you will need to change the internal part called the control valve, which is the automatic bag full sensor located just below the dial on top of the vacuum cleaner.
